Willkie Farr & Gallagher has appointed Bryan Kelly as a partner in the firm’s Tax Department, based in Los Angeles.
Kelly was previously a partner and Office Managing Director at Withers in Los Angeles. Today’s announcement brings the total number of partners in Willkie’s Los Angeles office to 17.
Kelly’s practice is focused on providing tax counsel to public and private companies and successful families with complex interests, including related tax considerations in cross-border matters. London-based investment firm, Twenty20 Capital, has appointed a new manager to strengthen its growing team.
Chris Wolfe-Elder joins Twenty20 Capital as Investment Manager to drive forward advisory services for the team. He joins from Kroll, where he was part of the expert services offering, specialising in disputes and advisory services. Previously he spent time in corporate finance lending, risk and compliance.

IQ-EQ has appointed Rebecca Brown as its new Head of Legal, UK, Ireland & Crown Dependencies to provide legal advice as the regional sector continues to grow.
Brown qualified as a UK solicitor in 2012 and has a wide range of in-house and private practice experience, including seven years’ experience in the investor services sector. Over the course of her career, Brown has worked in the UK, Ireland and Jersey, and internationally in Luxembourg, Netherlands, India and Australia. This has given her great insight into changing regulations, including FCA requirements and GDPR, as well as managing risk.

Chief Investor Relations Officer David Schiller has been promoted to Managing Director, while On Summit’s growth equity and venture capital teams, Luke Parsons and Steven Twomey have been promoted to Principal; Luke Nowicki has been promoted to Vice President; and Irina Müller has been promoted to Senior Associate.
On Summit’s public equities team, Ryan Grimshaw and Chase Woodsum have been promoted to Senior Portfolio Analyst, and Max Rich has been promoted to Portfolio Analyst.
Pemberton, an alternative credit specialist, has appointed Matthew Kirsch as Managing Director in its 10-people strong Credit team, led by Pemberton’s Chief Credit Officer Nicole Gates.
Kirsch brings over 15 years of experience in the European leveraged finance market as both a credit analyst and originator. At Pemberton, he will be joining the company’s independent Credit team as a Managing Director, advising on the credit risk associated with new opportunities and existing investments.

EY-Parthenon has appointed Infrastructure specialist Francois-Xavier Delenclos as a Partner with a focus on serving Infrastructure investors in the Private Equity team, including pension, infrastructure and sovereign wealth funds across the transport, energy and telecommunications sectors.
Delenclos brings strategy consulting and executive experience and joins from the Private Equity practice of a leading management consultancy. Prior to that he was Group Vice President, Corporate Strategy & Business Development at AP Moller Maersk where he led a team in charge of M&A and Corporate Strategy in the infrastructure business covering ports and logistics. Mid-market private debt fund Tosca Debt Capital (TDC) has made three new appointments to support its ambitious growth plans.
Rob Hanley joins as investment director and will help TDC’s portfolio companies to fulfil their strategic plans, support bolt on activity and use his credit skills to identify new investment opportunities for the firm.
Hanley has over 14 years’ experience across debt advisory, restructuring and corporate banking having worked in both the London and Manchester markets. Prior to TDC, Hanley gained significant experience at international management consulting firm AlixPartners.

Venture investment firm IVP has promoted Cack Wilhelm to General Partner.
In the last year, Wilhelm led IVP’s investment in Cribl’s Series C, where she is also a board observer. She also led the firm’s investments in CircleCI’s Series E and Papaya Global’s Series C.
Before IVP, Wilhelm was a Partner at Accomplice and a Principal at Scale Venture Partners, where she worked with companies such as CircleCI, CloudHealth, JFrog, and Treasure Data. Cack began her career at Montgomery & Company and then spent several years in enterprise sales at Oracle and Cloudera.
Global law firm Hogan Lovells has added to its Corporate & Finance practice group with the arrival of private equity partner Parikshit Dasgupta in New York.
Dasgupta is the third partner to join the Corporate & Finance practice group in the United States in 2022.
Dasgupta joins the firm from Reed Smith, where he was a partner. His practice focuses on the establishment, management, and regulation of private investment funds. He regularly represents both US and non-US sponsors of buyout, growth capital, secondary, distressed debt, energy, infrastructure, technology, venture, credit opportunities, and geographically oriented funds. Gen II Fund Services, an independent private equity fund administrator, has promoted six of its client service professionals to Principal, bringing the number of Gen II Principals to thirty-three (33).
